MUMBAI, JULY 8: In a decisive move to protect the female child sex ratio and eradicate illicit gender-determination networks, the Maharashtra state government has initiated a rigorous enforcement strategy under the Pre-Conception and Pre-Natal Diagnostic Techniques (PCPNDT) Act. Public Health Minister Prakash Abitkar announced the multi-layered intervention during a short-duration discussion in the Legislative Council today. Initiated by MLC Dr. Neelam Gorhe under Council Rule 97.
Enhanced Bounties and Grassroots Deterrence
To incentivize whistleblowers and augment intelligence gathering against clandestine medical rackets, the state has exponentially increased the bounty for successful ‘decoy operations’ (sting operations) from 10 Thousand to 1 Lakh. Minister Abitkar emphasized that policy shifts must yield direct, measurable ground realities. He asserted that while mass awareness campaigns regarding the revised cash rewards are underway, the administration’s primary objective remains the aggressive execution of law enforcement on the ground to deliver tangible deterrent effects.
Institutional Restructuring and Strategic Timeline
The government has reconstructed pivotal regulatory bodies to eliminate operational bottlenecks. This overhaul includes fresh appointments to the State Inspection and Monitoring Committee, the State Advisory Committee, and the State Supervisory Board. Concurrently, district-level oversight committees have been thoroughly re-activated. To ensure systemic accountability, the Public Health Department, in close coordination with the Department of Women and Child Development, has institutionalized a fixed, time-bound operational calendar. Legislative and administrative teams are also working in tandem to rectify existing legal loopholes within the statutory framework.
Real-Time Monitoring via Pune Headquarters
A specialized, state-level Task Force will be headquartered in Pune to oversee real-time monitoring of PCPNDT enforcement across Maharashtra. In an effort to maintain independent, transparent, and stringent oversight, the Task Force will actively induct female lawmakers from both the Legislative Assembly and the Legislative Council. Minister Abitkar concluded that regular, district-wise reviews conducted by elected public representatives would drastically accelerate bureaucratic execution, effectively fortifying the protective institutional infrastructure established for the female child.
