In a major step toward environmental restoration, the Maharashtra government has announced the formation of the Maharashtra State River Rejuvenation Authority, an apex body aimed at reviving polluted rivers across the state. The initiative targets the restoration of 54 critically polluted river stretches, making Maharashtra the state with the highest number of such stretches, according to the (CPCB) 2025 report.
Urgent Need for Action
Rapid urbanization and industrial growth have severely degraded river ecosystems in Maharashtra. Untreated sewage, industrial discharge, and solid waste have not only polluted water bodies but also posed serious risks to public health and aquatic life. Recognizing the urgency, the state cabinet approved the creation of this authority on April 1, 2026.
Institutional Framework
Headquartered in Mumbai, the authority will function as a centralized “umbrella agency” to oversee river rejuvenation efforts across the state. The Chief Minister will chair the body, while the Environment Minister will serve as Vice-Chairperson. Key ministers from departments such as Finance, Water Resources, Industries, and Rural Development will also be part of the authority to ensure coordinated action.
The authority will prioritize on-ground implementation through:
- Nadi Manch Platforms: Local forums to involve communities and stakeholders in river conservation
- Real-Time Monitoring: A digital dashboard to track pollution levels and project progress
- Encroachment Control: Identification of riverbank zones, removal of encroachments, and development of sewage treatment infrastructure
For technical expertise, leading institutions like and will serve as nodal agencies. An executive committee will review progress every three months.
Financial Support Mechanism
To ensure sustained funding, the government has adopted a blended finance model:
- Corpus Fund: Rs 2,000 crore from the
- Initial Allocation: Rs 100 crore for the current financial year
- Polluter Contribution: 10% of revenue from sand and minor mineral extraction to be allocated annually
