Loan Waiver; 3 High-Power Committees Constituted for the Implementation of ‘Punyashlok Ahilyadevi Holkar Scheme 2026’
Mumbai, June 18: The Department of Co-operation, Marketing and Textiles constituted three highly important high-level committees on June 17, 2026, to implement the ‘Punyashlok Ahilyadevi Holkar Farmers’ Loan Waiver Scheme, 2026′. This scheme was previously announced by the state government to provide debt relief to defaulting farmers and incentive benefits to honest farmers who regularly repay their loans.
This historic scheme was declared following a decision taken in the cabinet meeting held on June 2, 2026. The government has now taken these crucial steps to ensure that the benefits of this scheme reach every eligible farmer without delay and in a transparent manner, and to ensure that banks immediately provide fresh crop loans to the eligible farmers.
The first of these committees has been constituted as a Cabinet Sub-Committee directly under the chairmanship of the Chief Minister. It includes both Deputy Chief Ministers, the Revenue Minister, the Medical Education Minister, the Agriculture Minister, and the Co-operation Minister as members, while the Principal Secretary of the Co-operation Department serves as the Member Secretary. This sub-committee will regularly review the scheme and work on amending the criteria as and when required.
The second committee has been established under the chairmanship of the Additional Chief Secretary (Finance) to provide loan waivers or One-Time Settlement (OTS) benefits for the crop loans and restructured Non-Performing Assets (NPA accounts) of farmers with nationalized, private, and rural banks. This committee will determine the ledger balance based on the date of the NPA, negotiate with the banks, and fix the proportion of the waiver amount. The Managing Director of MahaIT, the Administrator of the State Co-operative Bank, and the Coordinator of the State Level Bankers’ Committee (SLBC) will serve as members on this committee.
The third committee has been formed under the chairmanship of the Chief Secretary. Its role will be to make necessary changes to the guidelines and coordinate with all departments to ensure that the implementation of the scheme remains transparent and effective. Through these committees, the state government aims to run the entire process online, swiftly, and transparently to provide immediate relief to the farmers.
