Maharashtra Targets Top Per Capita Income by 2047

Mumbai: Maharashtra Chief Minister Devendra Fadnavis has called for focused implementation of the state’s long-term development roadmap, “Viksit Maharashtra 2047,” with an emphasis on measurable outcomes to boost per capita income and accelerate economic growth.

Speaking at a high-level review meeting of the Vision Management Committee at Sahyadri Guest House in Mumbai, Fadnavis said the period between 2026 and 2030 would be critical for both Maharashtra and India. “If the right decisions are taken and implemented effectively, Maharashtra can emerge not only as a leading economy but also as a frontrunner in per capita income,” he said.

The chief minister directed all departments to prioritize clearly defined, time-bound, and measurable targets to be achieved by 2030. He stressed that without a robust implementation strategy, long-term vision documents risk remaining on paper.

The state government has established a dedicated “Vision Management Unit” to coordinate across departments and translate the roadmap into actionable plans. Fadnavis highlighted the need to accelerate growth in already developed districts using advanced technologies, while also focusing on 11 underdeveloped districts that hold significant untapped potential.

He noted that several districts still lag behind the national average in per capita income, adding that these regions could become key growth drivers if targeted interventions are implemented effectively.

Focus on Fiscal Discipline and Resource Optimization

Fadnavis emphasized that the ambitious vision would need to be executed within existing financial constraints. “No separate large funding pool will be created. Departments must work within the current financial framework while adopting innovative approaches beyond ‘business as usual’ practices,” he said.

He also urged departments to maximize funding from central government schemes, including centrally sponsored and central sector programs.

Strengthening Project Pipeline

Highlighting the importance of a strong project pipeline, Fadnavis said the state does not face a shortage of funds but lacks adequately prepared projects. He encouraged departments to develop bankable projects to attract investments through public-private partnerships (PPP) and multilateral agencies such as the World Bank and the Asian Development Bank.

He further stressed the need for periodic evaluation of policies, stating that outcomes should be reviewed at six-month and annual intervals based on measurable indicators.

Dashboard-Based Monitoring

All departments have been instructed to finalize their action plans in coordination with the finance department by April 30. Progress will be tracked through a dynamic dashboard system to ensure transparency and regular performance review.

Fadnavis concluded by urging all departments to work collaboratively and responsibly to translate the “Viksit Maharashtra 2047” vision into reality, calling implementation the next crucial phase of the initiative.
