MUMBAI, JULY 9: The Maharashtra state government will launch a comprehensive, statewide review to ensure that commercial gaming zones operating inside shopping malls strictly adhere to statutory safety and fire protocols. Industries Minister Uday Samant announced the directive in the Legislative Council today, stating that municipal commissioners and regional authorities have been instructed to execute immediate inspections. A detailed compliance and safety report will be officially tabled before the legislature during its next session.
The government’s executive intervention follows a half-hour discussion raised under Council Rule 92 by Member of the Legislative Council (MLC) Uma Khapre regarding punitive measures against malls flouting safety mandates. Lawmakers Parinay Phuke and Amit Gorkhe also participated in the legislative debate, raising concerns over public vulnerability in crowded recreational spaces.
Inspection Logistics and Enforcement Outlines
Providing a statistical breakdown of ongoing enforcement drives, Minister Samant informed the house that 68 shopping malls in Mumbai were recently subjected to rigorous safety audits. Out of these, 47 establishments were found fully compliant with existing fire safety regulations. However, critical operational deficiencies and structural loopholes were detected in 18 malls, which were promptly served with a 120-day statutory rectification notice. These facilities were only permitted to resume full operations after successfully upgrading their fire suppression infrastructure, including automated sprinklers and smoke detection networks. The remaining three audited malls are currently non-operational, rendering administrative action redundant.
Proposed Legislative Amendments and Structural Reforms
Emphasizing that public safety within high-density entertainment zones remains paramount, Minister Samant outlined plans for sweeping regulatory overhauls to strengthen institutional fire audits. The state government is evaluating legislative amendments to shrink the mandatory fire audit cycle, making it an annual statutory requirement instead of the current biennial (every two years) protocol. Furthermore, the ministry will consult with municipal commissioners to institutionalize unannounced, sudden safety inspections conducted via independent, third-party auditing agencies to eradicate administrative bias or complacency.
The Industries Minister concluded that mall managements will soon be served with binding regulatory guidelines mandating the installation of dedicated emergency medical response systems. Under these new directives, all gaming zones must maintain immediate-access medical stabilization facilities to ensure prompt trauma care for children and patrons in the event of an unforeseen industrial or structural mishap.
