MUMBAI, JULY 7: The Government of Maharashtra will implement a new regulatory framework for acquiring driving licenses starting August 1, 2026, under which a Maharashtra Domicile Certificate will be mandatory. This information was disclosed by State Transport Minister Pratap Sarnaik during the Question Hour in the Legislative Assembly.
Responding to a query raised by Member of Legislative Assembly (MLA) Dilip Lande, Minister Sarnaik stated that the draft proposal for the new driving license regulations has been forwarded to the Department of Law and Judiciary for formal approval, and implementation will commence immediately following clearance.
Regulation and Revenue Model for Bike Taxis
The Transport Minister also addressed the ongoing crackdown on unauthorized bike taxi services operating across the state. He emphasized that the government is formulating a structured policy designed to regulate this sector, generate state revenue, and create sustainable employment opportunities for young men and women.
Under the proposed framework, the state plans to collect a daily revenue of 5 INR from each bike taxi operator. Furthermore, the draft rules propose making it mandatory to deposit 2 INR per ride into a dedicated welfare fund. The minister reiterated that the Transport Department continues to enforce strict punitive actions against those violating traffic rules or operating recklessly.
Safety Measures and Mandatory Compliance
The Maharashtra Bike Taxi Rules incorporate comprehensive safety provisions specifically targeting female commuters, students, and minors. Under these regulations, bike taxi operators must possess a valid driving license in compliance with Section 3 of the Motor Vehicles Act, 1988. They are also legally required to hold a public service vehicle authorization badge as prescribed under Rule 4 of the Maharashtra Motor Vehicles Rules, 1989. To ensure passenger safety, the allotment of this badge is strictly contingent upon a thorough character verification by the Police Department.
In alignment with the Maharashtra Bike Taxi Rules, 2025, operators are strictly prohibited from utilizing private two-wheelers for commercial passenger transit. Adhering to these frameworks, the State Transport Authority had previously granted a 30-day provisional license for the Mumbai Metropolitan Region (MMR) to major aggregator firms including Uber India Systems Pvt. Ltd., Roppen Transportation Services Pvt. Ltd. (Rapido), and Ani Technologies Pvt. Ltd. (Ola) on the condition that they fulfill all remaining compliance requirements within a one-month window.
Enforcement Measures and Statistical Overview
The Transport Department has intensified its operations to curb illicit commercial bike taxi operations. Flying squads from regional and sub-regional transport offices across the state are actively penalizing operators functioning without valid permits.
- Fiscal Year 2025–2026 (April 2025 to March 2026): Enforcers identified 814 non-compliant vehicles, resulting in the impoundment of 151 vehicles and the registration of 14 First Information Reports (FIRs). A total penalty of 16.25 lakh INR was recovered during this period.
- Current Fiscal Data (April 2026 to May 2026): In a two-month span, authorities penalized 211 non-compliant vehicles, impounded 66 units, and collected 2.31 lakh INR in fines.
Minister Pratap Sarnaik concluded by affirming that the state government is pursuing a holistic strategy aimed at legalizing bike taxi operations. This approach seeks to ensure absolute commuter safety, establish structured driver regulations, boost state revenue, and generate substantial employment for youth within a formal legal framework.
