Maharashtra Introduces Separate Tribal Land Records

MUMBAI, JULY 8: In a landmark decision aimed at strengthening the land rights of tribal communities, the Maharashtra Government has announced the introduction of separate land record Form 7E (Record of Rights) and Form 12E (Crop Register) for beneficiaries under the Forest Rights Act. Revenue Minister Chandrashekhar Bawankule made the announcement in both Houses of the State Legislature, stating that the move will benefit more than 2 lakh tribal families across the state.

Until now, the names of forest rights holders were recorded only under the “other rights” column in land records, while ownership remained in the name of “Government of Maharashtra  Forests.” This often prevented beneficiaries from obtaining Farmer IDs, accessing crop loans, availing agricultural schemes, and claiming compensation during natural disasters.

Under the new system, eligible forest rights holders will be recorded as primary holders in Form 7E, while Form 12E will document crop details. The decision is expected to enable easier access to AgriStack services, agricultural credit, and various government welfare schemes.

The Revenue Department will also conduct a special land survey in forest block areas where forest rights have been granted to facilitate the issuance of the new land records.

During the Assembly discussion, members across party lines welcomed the decision. The government also indicated that it is positively considering the reconstitution of Village Forest Rights Committees following suggestions from legislators.
