PM Modi’s Pre-Session Address: A Call for Constructive Debate
In a speech delivered outside Parliament before the session began, Prime Minister Narendra Modi called for meaningful discussions and collaboration. Referring to the Indian Constitution as a product of exhaustive deliberations by its framers, he remarked,
“The Constitution makers debated each and every point in detail while creating this document, and because of their efforts, we have received an excellent foundation for our democracy.”
The Prime Minister also criticized the Opposition, stating, “Unfortunately, some people who have been rejected by the public try to control the government through hooliganism.” He emphasized the importance of conducting healthy debates in the Parliament that allow for contributions from all members.
PM Modi highlighted the special nature of this session as it aligns with the 75th anniversary of the Indian Constitution.
“This session is unique because it marks the completion of 75 years of our Constitution’s journey. Tomorrow, we shall celebrate this milestone together in the Constitution House, a bright opportunity for our democracy,” he said.
Opposition Gears Up to Address Key Issues
The Opposition, led by the Congress and supported by other INDIA bloc allies, singled their intent to raise several pressing issues during the session. Congress MP Gaurav Gogoi, speaking to reporters, expressed concerns over the government sidestepping critical matters. “The Parliament is not just for passing bills; it is equally for discussing issues that impact the people of this country—be it the economy, social justice, law and order, or unemployment. We hope the government doesn’t run away from these discussions,” he said.
The INDIA bloc convened a strategy meeting earlier in the day, led by Congress President Mallikarjun Kharge, to finalize their approach. Other leaders, including Congress MP Pramod Tiwari, raised alarms over worsening pollution levels in northern India, the continued crisis in Manipur, and broader governance challenges. “The Manipur situation is deteriorating, with reports of rapes and murders coming in, and the country’s unemployment crisis remains unaddressed, ”Tiwari remarked.
However, the Opposition faces challenges in rallying momentum after significant electoral setbacks in Haryana and Maharashtra, which have further bolstered the BJP-led NDA’s position.
Key Bills on the Legislative Agenda
This Winter Session will see the government introducing and debating several key pieces of legislation, with discussions expected to be robust on all sides. Some of the primary bills on the agenda include:
- Waqf Amendment Bill: Aims to address long-pending issues related to the administration and management of Waqf properties.
- Disaster Management (Amendment) Bill: Proposes enhancements to disaster preparedness and response frameworks.
- Banking Laws Amendment Bill: Seeks to update the Reserve Bank of India Act, the Banking Regulation Act, the State Bank of India Act, and the Banking Companies Act to modernize the sector.
- Railway Act Amendment Bill: Proposes reforms to streamline and enhance railway operations.
- Bharatiya Vayuyan Vidheyak, 2024: A bill focused on regulating aircraft design, manufacture, maintenance, and operations.
Speculation is rife that the government might introduce the much discussed “One Nation, One Election” bill during this session. This proposal, which aims to synchronize Lok Sabha and state assembly elections, has been a subject of intense debate and scrutiny, with the Prime Minister emphasizing its importance in recent public statements.
Government Seeks Cooperation for Smooth Proceedings
Ahead of the session, the government, under the leadership of Defence Minister Rajnath Singh, held an all-party meeting with floor leaders from across the political spectrum. Minister for Parliamentary Affairs Kiren Rijiju urged leaders to ensure the smooth functioning of both Houses. The government reiterated its commitment to fostering productive debates and passing significant legislation during the session.
