BEST to Introduce Composite Billing and Prepaid Power Connections to Enhance Efficiency, Transparency and Cost Savings

Mumbai, August 4: In a major administrative reform aimed at modernising public utility management, the Maharashtra Cabinet has approved the implementation of BEST’s Composite Electricity Billing System for all State Government offices and government establishments within the jurisdiction of the Brihanmumbai Municipal Corporation (BMC) in Mumbai. The decision also mandates the conversion of all government electricity connections to a prepaid billing system, effective April 1, 2026.

The initiative is designed to streamline electricity bill payments, improve financial discipline and reduce avoidable expenditure arising from delayed payments.

Under the new framework, all government departments will be required to register on the Composite Billing Portal and complete verification of their electricity connection details within 30 days. The Finance Department will establish the mechanism for advance fund allocation, while the Energy Department will oversee quarterly reconciliation of accounts.

The unified billing platform will enable government offices to manage and pay electricity bills for all connections through a single digital interface. An auto-debit facility will ensure timely payments, eliminating delays that often result in late-payment charges and interest penalties. The platform will also provide a comprehensive dashboard featuring billing records, electricity consumption, outstanding dues, transaction history and Management Information System (MIS) reports, allowing departments to monitor energy usage and expenditure in real time.

The Cabinet noted that departments opting for the “Go Green” initiative will receive bill discounts, while prepaid electricity connections will also be eligible for tariff-linked incentives under applicable regulations.

Currently, the BEST undertaking serves 10,017 consumers across 322 authorised billing groups, while 869 State Government consumers are covered under 104 authorised groups. All of these consumers will be migrated to the new system, with the flexibility to create additional billing groups whenever required.

According to the government, the integrated billing mechanism will help ensure timely settlement of electricity dues, preventing additional financial liabilities such as 12–15 per cent interest and delayed payment penalties. It is also expected to reduce administrative workload by simplifying bill verification, fund allocation, payment processing and financial reconciliation.

The rollout will be carried out in four phases, covering departmental registration, consumer verification, fund provisioning and quarterly reconciliation before the system goes fully live. BEST will provide the necessary information technology infrastructure, including digital dashboards, MIS tools and a dedicated grievance redressal mechanism, to support the implementation.

The government expects the reform to make electricity payment management across public offices more efficient, transparent, accountable and digitally integrated, while generating long-term savings for the state exchequer.
