Maharashtra Presents a Success Story of Digital Empowerment Before the Nation
Country’s First Automated e-Order Module Launched

Mumbai: Maharashtra has undertaken several reforms in human resource management and has emerged as a leader in the country in this area. The newly launched ‘Maha e-HRMS’ is a significant example of these reforms and will become the face of dynamic governance, Chief Minister Devendra Fadnavis said. He added that Maharashtra has once again presented an outstanding success story of its digital capabilities before the nation.

Chief Minister Fadnavis was speaking at an event held at Sahyadri State Guest House in Mumbai, where the state government’s digital human resource management system  ‘Maha e-HRMS’, ‘Maha-IAS’ and the ‘Mentor-Mentee Portal’ were launched. The country’s first automated module, along with ‘Jigyasa’, an artificial intelligence-based assistant, was also made operational on the occasion.

Deputy Chief Minister Sunetra Ajit Pawar, Legislative Assembly Speaker Adv. Rahul Narwekar, Skill Development, Employment, Innovation and Entrepreneurship Minister Mangal Prabhat Lodha, Protocol Minister Jaykumar Rawal, Chief Secretary Rajesh Aggarwal, Additional Chief Secretary (Services), General Administration Department, V. Radha, and senior IAS officers were present.

Chief Minister Fadnavis said that government officials and employees often become caught up in government resolutions, rules and a routine ‘tick-mark’ approach while delivering public services. The newly launched system is the first phase of wide-ranging administrative reforms being implemented under Government Process Re-engineering (GPR).

The initiative aims to modernise the paper-based administrative system and maintenance of service books that has been in practice for more than a century, making government processes simpler, faster and technology-driven. It is a key component of the Government Process Re-engineering initiative launched by the state government nearly two years ago and of the proposed Integrated Human Resource Management System.

Fadnavis emphasised that motivation is essential for employees working in government service and that promotions serve as an important source of motivation. The new system will speed up the promotion process and bring the entire employee lifecycle rom appointment orders to retirement-related documentation into a digital framework.

He said that officials gain valuable experience by working on the ground, and their knowledge and understanding of ground realities can be effectively utilised to address the challenges and issues facing the state. The Chief Minister also congratulated the General Administration Department for its important role in developing the system.

Deputy Chief Minister Sunetra Ajit Pawar said that August 24 would be recorded as an important day in the state’s governance system. Describing the implementation of Maha e-HRMS as a revolutionary step, she said the success of any government policy or initiative depends largely on the administrative machinery responsible for its implementation.

A capable administrative system ensures effective implementation of government policies, she said, adding that Maharashtra has taken the lead in the field of digital governance through this initiative. The system will bring greater efficiency and speed to service-related matters. She said the platform has been developed by integrating six digital tools.

Additional Chief Secretary (Services) V. Radha, in her introductory remarks, outlined the journey of the initiative. She said that the first phase covers the IAS cadre, while all officers and employees of the state government will be brought under the system in subsequent phases.

The system integrates various rules and procedures currently followed across 123 establishments in 42 departments of the state government.

Service Books to Go Digital

With Maha e-HRMS, the physical service book that has been in use since 1935 will be replaced by a structured digital e-service book. Every order issued through the e-Order module will automatically update the corresponding service-related records.

Officials and employees will receive notifications through SMS or email. As a result, their digital service books will remain continuously updated throughout their careers based on the orders issued during their service.

Jigyasa, Mentor-Mentee Portal and Mobile App

‘Jigyasa’ is an indigenous and sovereign AI-based smart assistant. It has been trained using rules related to the IAS and AIS services. Through the system, officers will be able to obtain information and guidance regarding service records, applicable service rules, admissible entitlements and other service-related matters.

The Mentor-Mentee Portal will provide a platform for transferring the field-level experience, administrative skills and institutional knowledge of senior officers to junior officers.

Through the e-HRMS mobile app, officers and employees will be able to access services from anywhere, including viewing salary slips, checking attendance records and submitting leave applications.

All Services Integrated Digitally

The Maharashtra State Unit of the National Informatics Centre (NIC) has developed the secure, open-source, integrated and future-ready digital human resource management platform.

The system incorporates ‘Parichay’ and ‘NAPiX’ technologies and has been integrated with platforms including e-Office, iGOT Karmayogi, Mahapar, Sevaarth, NPS, DigiLocker, Bhashini and e-Cabinet, as well as other state- and national-level digital platforms.

Emerging technologies such as Artificial Intelligence and Blockchain have also been incorporated into the platform. Through ‘Jigyasa’, ‘Maha-AI’ and ‘Anubhav AI’, intelligent assistance will be made available to employees for their day-to-day work.
