Union Minister for Agriculture and Farmers Welfare and Rural Development Shivraj singh chouhan has directed all departments under his ministries to adopt a faster, more accountable and result-oriented work culture to ensure that the benefits of government schemes effectively reach people across the country.
During a high-level review meeting, Shri Chouhan emphasised that unnecessary delays in governance must be eliminated and the quality of decision-making improved. He said files and proposals should not remain pending for long periods and stressed that decisions must be taken carefully, positively and with full understanding because every government rule and file affects the lives of citizens.
The Minister expressed concern over pending court cases involving government departments and said governments often lose litigation because official positions are not presented effectively or on time before courts. He directed departments to prepare detailed lists of pending cases, conduct regular reviews, appoint nodal officers, strengthen legal preparation and ensure better legal representation. He said losses in court ultimately harm public interest.
Referring to Prime Minister Narendra modi’s vision of identifying and removing developmental bottlenecks, Shri Chouhan said every division should analyse why projects and schemes get delayed, identify obstacles in implementation and improve systems to ensure timely delivery of benefits. He said departments should work simultaneously under the framework of “Reform, Perform, Transform” along with “Inform.”
The Minister observed that many government reforms and schemes fail to achieve their full impact because citizens remain unaware of them. He instructed departments to strengthen communication with stakeholders through farmer organisations, labour groups, sarpanches, elected representatives, social media campaigns, graphics, videos, reels and other innovative communication methods to increase public awareness.
The meeting also stressed the importance of publicising reforms already implemented in the spirit of a “Reform Utsav.” Shri Chouhan said reforms should not remain confined to files and offices, and beneficiaries must be informed about what has changed, how they will benefit and what further improvements can be introduced through regular interaction and outreach programmes.
Highlighting reforms in the Indian counsil of agricultural research promotion system, the Minister said greater importance is now being given to field impact and practical work rather than only research papers. He described this as a significant reform that can transform institutional work culture and said such changes should be widely communicated among farmers and the public.
Chouhan described coordination with states as the key to success in agriculture and rural development, noting that actual implementation takes place at the state level. He called for stronger roadmap-based partnerships, zonal conferences, scheme-wise coordination and issue-based dialogue with states. He also said the Centre would continue engagement even with states that have shown hesitation because the Union Government is responsible for the welfare of the entire country.
The Minister further stressed the need for better coordination among Agriculture, Animal Husbandry, Fisheries, Food Processing and allied sectors. He said integrated farming, food processing, value addition and regional agricultural development require collaborative functioning across ministries and departments.
The meeting also focused on preparing departmental Vision Documents aligned with the national goal of “Viksit Bharat 2047.” Shri Chouhan directed every department to prepare Vision 2047 frameworks along with annual, half-yearly, quarterly, weekly and daily action plans to improve monitoring, accountability and performance assessment.
He also called for faster implementation of solarisation projects in government buildings and institutions under schemes such as PM Surya Ghar Departments were instructed to review completed and pending work and ensure timely implementation.
Chouhan directed officials to systematically compile and present the achievements of Prime Minister Narendra Modi’s present tenure as well as the broader accomplishments of the past 12 years through press conferences, village-level outreach programmes, presentations, videos, creative digital content and social media campaigns.
Highlighting the growing importance of digital communication, the Minister suggested increased use of short videos, graphics, beneficiary stories and real-life transformation narratives created through government schemes. He said digital media has become an increasingly effective platform alongside newspapers and television.
Referring to Prime Minister Narendra Modi’s guidance on foreign visits, Shri Chouhan instructed officials to avoid unnecessary overseas travel and ensure such visits are approved only in genuinely essential cases. He said the immediate priority should be improving the quality, speed and outcomes of work within the country.
Concluding the meeting, the Union Minister made it clear that no department should lag behind in grievance redressal, reforms, technology adoption, legal preparedness, coordination with states, public outreach, Vision 2047 planning and communication of achievements. He stressed that every department must function in a proactive, accountable and time-bound manner in line with Prime Minister Narendra Modi’s vision of good governance and inclusive development.
