Mumbai’s Public Buildings to Become More Accessible for the Differently Abled

Differently abled individuals, who have long struggled with accessibility issues in public buildings, can now look forward to better days ahead. The Brihanmumbai Municipal Corporation (BMC) has taken a significant step towards ensuring that public buildings in Mumbai are more user-friendly for these individuals.

In a recent circular issued by the BMC, it has been mandated that all public buildings must incorporate features that cater to the needs of divyang individuals. This includes special entries, exits, walkways, and toilets to enhance accessibility.

According to a senior BMC official, the circular has been shared with all relevant authorities responsible for the construction of public buildings, including schools, parks, educational institutions, and playgrounds for children. This marks the first time in India that a government agency has made it mandatory for buildings to have special provisions put in place.

The circular, dated April 12, 2024, states that all existing and proposed buildings and facilities with a built-up area exceeding 2000 square meters must comply with the “Special Regulations for differently abled persons.” For buildings with a smaller built-up area, specific entry-exit provisions up to the ground level lift are required.

Domnic Romell, President of CREDAI-MCHI, Mumbai’s real estate industry apex body, emphasized the importance of Regulation 39 of DCPR-2034 in ensuring inclusive urban development. This regulation mandates that public buildings and facilities over 2000 sq. m. must cater to the needs of differently abled individuals, covering access paths, parking, building requirements, and design guidelines.

Romell commended the BMC’s initiative to open lifts and terrace levels for differently abled individuals, highlighting the significance of promoting inclusiveness in society. He stressed the importance of collaboration with authorities to implement regulations that promote accessibility and inclusivity for disabled individuals, ultimately enriching communities and enhancing overall quality of life for all residents.
