Maharashtra Govt Moves to Make School Transport Safer, Transparent, and Accountable

Mumbai, April 11: The Maharashtra government is set to introduce a comprehensive and stricter regulatory framework for school buses and transport systems, prioritizing the safety of schoolchildren. According to a draft notification issued by the Home Department, the state proposes to implement the “Maharashtra Motor Vehicles (School Bus Regulation) (First Amendment) Rules, 2026.”

State Transport Minister Pratap Sarnaik stated that the new rules aim to enhance safety, transparency, and accountability in school transportation. The draft has been opened for public feedback, with citizens invited to submit objections and suggestions within 15 days via the designated government portal.

Clear Regulations on School Bus Fees

Under the proposed rules, school bus fares will be determined by the Regional Transport Authority. Only monthly fees can be charged, and collecting lump-sum advance payments from parents will be prohibited, offering financial relief to families.

Quick Redressal of Parents’ Complaints

Every school will be required to establish a School Transport Committee to address complaints related to fees, safety, and services. The committee must also submit quarterly reports to ensure accountability.

Mandatory Use of Advanced Safety Technology

All school buses and vans must be equipped with GPS-based Vehicle Location Tracking Devices (VLTD), panic buttons, fire detection and alarm systems (FDAS), CCTV cameras, and seat belts for all passengers.

Digital Monitoring System

A digital safety monitoring system will be mandatory in every vehicle. This system will enable live tracking, digital attendance, automated alerts, and real-time updates for parents. It will also be integrated with a state-level monitoring platform.

Focus on Student Supervision

Daily attendance of students, including boarding and drop-off timings, will be compulsory. For pre-primary and primary students (up to Class 5), a female attendant or designated staff member must be present during every trip.

Facilities for Special Needs Students

Special provisions have been made for students with disabilities, including trained staff, accessible infrastructure, and, where necessary, the presence of parents or teachers during transit.

Strict Verification of Staff

Drivers, conductors, and all transport staff must undergo background checks, possess valid medical fitness certificates, and have official appointment letters. All records must be available for inspection.

Strict Action for Violations

All school vehicles must comply with the new rules within three months of implementation. Failure to do so may result in suspension or cancellation of permits.

Joint Inspection Mechanism

Regular inspections will be conducted jointly by the Education and Transport Departments, with reports submitted to district-level committees.

The government believes that these revised rules will make school transportation safer, more disciplined, and technology-driven, thereby strengthening trust among parents and students.
